Am I the only one who thinks that this is a classic example of an over-engineered card?

Cost 3 for an attachment is huge. Even with Tywin's income. For such cost I would expect some good effect without senseless restrictions. In any decent Lanni deck this card is just doing +1 income. Simple as that. So you will wait 3 turns only to get your investment back without any profit! Brilliant...

Can someone explain to me why would I use Shield of Lannisport if I can use the Seal of the Hand instead, for the same cost but incomparable better effect?

It's a banner of the lion card they made loyal.

This is a perfect Tyrion(LoCR) Voltron card. It will not be impactfull in x1, and no one will play it x3, but Tyrion with this will be a monster. On the other hand, life is too short tu build a deck around this concept.

Could also fit into a deck that goes big on any other tribal cards - wildlings could happen, and Maesters in the longer term. Tbh I think the price of 3 was fair enough without the condition though. Also it should go in a deck that isn't running core Tywin (since he gets little from it), and that means LOCR Tywin, which also means the Mountain.

The problem with the Shield I see is the following:

-case 1: you run multiple Lanni lords/ladies therefore Shield is just overpriced Roseroad

-case 2: you run only 1, max.2 Lanni lords/ladies so the chance of having exactly 1 lord and Shield together is pretty dim

I agree however that case 2 is more likely how the Shield shall be used but it still makes me sad+angry that it's designed in such unfortunate way. Less is sometimes more, I would rather have less abilities for lower price and without stupid restrictions.

Design is not bad, but stats are bad, either is 3 too much, or +1 gold per turn is too little. If it costed 2 gold it would maybe be viable, or if it gave 2 gold per turn, because then this card would be decent/good simply as an economy card. So practically the only way right now this card will ever see play is if they print a lanni character with an absolute bonkers ability, like a lord tricon that stands everytime you win a challenge for example, and when you give him +2str and renown he becomes a one-man army, and there is no other better way to make him strong with renown other than this attachment.

Sry man, bad stats=bad design in my opinion. And you can have one man army with bonkers abilities - if you use Tywin (core) with Seal of the Hand. And you are not restricted to have only Tywin in your deck.

But I agree that this card should have cost 2 or even cost 1 and no income perhaps. Or for 3 cost to have income +2 or restrict it to have lords with cost 6+ not 4+ as now.

Sure, but design for me is more like the idea of what a card should achieve, and this card should promote a different style of Lanni deck, maybe Clansmen, maybe banner, and that's cool, promoting new styles is always welcome for me, but its bad stated so its unplayable, opposite of, for example Plaza of Pride which is clearly under-priced for one gold. Seal of the hand is good on Tywin, but its mediocre for other main characters, Turbo Cersei, Jaime, Mountain and can't be used on hound or clansmen, and when its on Tywin he is strong presence but you paid a lot to get there, and even then not one man army style like first edition Red Viper or Tywin winning all challenges, getting renown and winning in a turn or two which is more what I had in mind.

With that I agree. I was actually thinking about it in Clans or banner deck. But in Clans, the main focus is elsewhere and banner is very situational. I realized it when I played Lancel with Gregor or with Jaime in knights+Tyrell deck. When you use two or max. three lords the Lancel shines. If one of those biggies would have Shield, also Lancel could benefit with +2 STR. However Gregor and even Jaime (thou limited) have renown which decided to not use it. Instead Seal of the Hand made much more sense for that cost,.

Still ...this card is a missed opportunity. For its cost it should have also some good ability like making its wearer immune to Conditions. That would be cool shield.
