By wording of this card I assume you can also use it even if your opponent wins INT challenge by 5 or more STR? Correct? Seems nice to annoy Rains of Castamere players.
Checking on availability of Small Council characters, this could be used best with Baratheon. And/or with Varys/Littlefinger + Appointed attachment.
Yes, the triggering condition for this event is simply that a player, any player, wins an INT challenge by at least 5 STR. It doesn't matter if the person playing the event is the winner, loser, attacker, defender, or simply watching two other opponents in a Melee game. Any INT challenge where the winner counts 5 or more STR than the loser can serve as a triggering condition for the event.
Of course, it is important to note that the event will stand all Small Council characters in play, no matter whether they were participating in the challenge or not and, more importantly, no matter who controls them.
Its pretty handy on Lannister too. Try Appointing the Mountain to get the best out of it (Kevan, Lions Tywin and Pycelle are all Small Council too).
