Works on your own effects too - eg cancel King Robb's ability to have the character stood but still in the challenge.

Looks good for Fealty, might be too expensive for banner.

It is a bit annoying that it is both more expensive and more restrictive than Treachery, but spreading any ability cancel away from just Lannister is great.

Am I correct in assuming it covers events too?

And plots (if they choose one stark target), and Intimidate, and Stealth. It only cares about the effects, not the source (and it doesn't have to be triggered)

Could this be used *against* an opponent's Stark characters?

 

For example, could you play it on opponent's Robb Stark to stop all of the Stark players' other characters from standing? Could you play it to cancel a plot such as "Close Call" if said plot took a Stark character from the dead pile?

I can be used "against" an opponent's stark character (for instance, cancelling Jon Snow's action... stopping the stand. Then standing the character. Not a very good use of the card...), although against is technically the wrong word. It's being used against an ability (not a characteR), and that ability must target one (and only one) stark character. Robb Stark's (core) ability does *not* target, so you couldn't use this against theirs.

Close Call doesn't *choose* a character, so you can't cancel it with Fear Cuts.

 

That said, if it did, I don't see why you wouldn't be able to play it...

If the target character is standing, can the event still be used?  ie, If someone Tears Of Lys my Blackfish and he is standing, will the cancel at least go through?

Yes, you can use it to cancel an effect targeting a standing character.

However, you can't use it against Tears as Tears doesn't "choose" a target. PTTS would be valid - if Stark were afraid of that event...

Unfortunatelly, you cannot cancel Ghaston.

Yeah you can - it's cannot be saved, so cancel effects still work.

Ghaston:

 

Reaction: After you lose a challenge as the defending player, kneel and sacrifice Ghaston Grey to return an attacking character to its owner’s hand (cannot be saved). 

 

There is no "choose" in here so you cannot play Fear Cuts...

To expand, here is the new definition of "choose" from the FAQ:

 

Choose The word “choose” indicates that an ability selects one or more targets. In the absence of the word “choose,” an ability is not considered to be a targeting ability

This card might have worked in some other faction who can protect themselves from Tears/Tyene by having a lot of intrigue characters, but in one with cait/bran/winterfell definitely not.
