I know we all hate this card, but one thing it does provide is another pool of "infinite" saves / claim soak. Through Ghost or if you are bannered with Stark you can take one of the other wolves. You hold the wolf in your hand until you have a dupe, play them both. Now whenever you have military claim you can discard a dupe and draw it back later, and play it again. It's obviously far worse than Maester Aemon because he can just save someone directly, but if you're trying to build a deck to outlast some heavy military attrition it could be useful to have two sources of renewable claims.
This probably still won't be in competitive decks, but it could be fun to have a board where you're immune to 2 claim military attacks.
Practice Blade makes Chett decent character.
Let's face it. He was created as Mormont's Raven reneval mechanic. NW cardpool will not grow fast enough to make him anything more. Stark/NW can benefit from him but that is it, untill he rotates out.
And an intrigue icon for nights watch fealty should not be underestimated either.
Considering Stark has "sacrifice Direwolf" as a specific cost/downside for some effects, this might eventually be handy recursion in banner decks.
That is doesn't need to be a NW Steward is a great point. I hadn't noticed that the Winterfell Steward could trigger this. If Chett was a Stark Card, I'd have one in every Stark deck. Him plus Summer is crazy recursion. I think a NW banner of 2x Chett, 2x Ghost, 3x Steward, would be really good. I'm just not sure if there are 5 more NW cards that are useful for Stark. Maybe the all around good Ranging Party.
Aemon's always good simply as he can save himself to claim soak and as you mentioned the Ranging Party
