It's not as powerful as I first imagined. There are some games where you get the right pieces in place and you can wreck face, but often you're just hitting dupes/non-essential characters. Yes, on Cersei + 2 claim plot turns it can be devastating, but it's not easy to pull off.
How would this interact with Master of Whispers title? In melee you're likely to find an easy Int win that could turn into 2 military claim for 3 opponents to fulfill.
This card says apply Mil claim instead of INT claim, so your no longer applying INT claim so you can't use master of whispers.
They work. Remember, as this card is a replacement effect you're still considered to be applying your int claim, it's just 'resolving' differently. Just like Benjen still dies, it's just handled a little differently.
So, what happens when Master of Whispers wins intrigue and plays this event? Everybody is killing someone to satisfy the claim?
Yes, and if you use Cersei, as in the example above, everyone is killing 3 each.
Not everyone! 'Any number of opponents'. There are many situations in which you don't want to set everyone's board position back.

The most specific answer would be, in this situation:
Yes, As many opponents as you choose will each have to kill the total claim number of characters.
After seeing this played few times in regional this past weekend it is a very hit or miss event. Either is amazing or useless.
