I think it is funny that some of those armys like this or the wildling horde are getting pillage without any further interaction with it. It is like they realy wanted to give them a keyword other than no attachments but decided that all other keywords would be too good on them.
I think Pillage is just a secondary ability to make this card more palatable. Although, with Drogo, Aggo and a Crone, this card will only cost 5 which makes it a nice deal. Just don't run it in a deck without a substantial Dothraki presence - We are definitely a few packs away from that at the moment though.
There is an interaction between pillage and the crone.

Agreed that a Dothraki Horde deck is probably at least a few packs (probably a cycle or Deluxe) away from being a viable thing but this has possibilities.
Right away, the synergy with Crone is great (both ways, as she's non-unique and reduces Outrider's cost while also triggering on Outriders Pillage). But these guys are also just a Big Stick with a military icon which pairs well with Drogo. And Braided Warrior also helps this guy see play cheaper. Even Rakharo looks better with a couple of these in your deck since his high cost is somewhat mitigated by the discount he passes on (plus with Drogo and Outriders on the board he should be able to pickup at least 2 power per turn).
