Urgh. Choke.
I am not sure this will see play. Turn one where it is the most likely to hit the 4 gold is pretty weak, in later turns it will oftentimes have 0 effect.
It could be a funny opener to make your opponent play all his cheap characters and then follow it up with first snow^^

I suspect this may be part of future Night's Watch decks that attack their opponents' reserve.
I think Night's Watch will get cards that work of having Winter plots, as with Stark, when those cards come around I think this will fit in to NW decks then.
