0 cost Noble Lineage = 3 gold 4 strength tricon?
Two card combo where both of the pieces are more or less bad cards (noble lineage can be good in the right deck) is generally not a good idea.
Even then, only maybe. Biggest problem is that the 2 card combo only turns him into a better than average card, good attachments tend to work better on good characters and bad ones shouldn't be included in the first place.

Attachments returning to hand change that optic a bit - we could consider him a temporary holder for some nice attachments in the future but that probably will take months or years before being viable.
We've also got Vaes Dothrak, which seems to imply that Targ is going to be a go-to house for attachments, if you're expected to ditch them to fuel the ability. Perhaps this is just a card which is bad now but playable later.
Except that if you have good attachments, why not put them on good characters? I would rather put widow's wail on Jorah, Khal Drogo, Dany, Jaime, Tyrion, Joffrey, et al. There just really isn't any reason to play an attachment on him when there are better characters out there. Furthermore, if you are playing him and you happen to not see that attachment(s) he is just a vanilla character with ok strength and the worst icon for a monocon. I mean sure, widow's wail and noble lineage are both good for him, but out of Targ who else are you putting noble lineage on? Jorah I guess? And as I said there are just better characters for widows wail. Additionally with attachment hate being so ubiquitous, your guy is one raider attack away from going back to being terrible. Basically there are just better characters, I would rather have Rhaegal, the Unsullied, or hell Rattleshirts raiders over this guy. Unless you're doing a Targ Lanni low curve deck that somehow can't find enough low cost characters and runs a LOT of attachments for some reason, don't play this guy right now (probably ever unless companion becomes relevant or every three cost character targ gets is no attachments).

If I put widows wait on Tywin he is already the biggest target for put to the sword now more so. I always like to make my weaker guys better. It's also better for math (IMO) to have more medium Str characters than fewer big Str. Makes challenge math harder for your opponent. The only exception is against Balon,
Id rather have a 4str character and a 5 strength character than a 2 Str and an 8 Str even thought is has 1 more total. But maybe that's just me and I'm a noob
Since you mentioned the Lannisters, I have to tell you that if you have the opportunity to attach the Wail to Jaime, a character with the inherent potential of participation in two challenges, and you choose not to, you 're doing it wrong.
