Best part of this is that it's not terminal.

At one-cost it might be viable to run 3 of these in a heavy intrigue deck (Lannister/Sun?) to completely lock out your opponents hand.

it depends on how many non-setupable cards you want in your deck.

True. I'm not 100% certain it would be viable. But if you had the economy you could really drain your opponents hand from turn-to-turn. And with characters like Cersei and Tyrion...

What happens if the victim has both Attainted and Little Bird?

Also, what happens if another card gives the Intrigue icon (Selyse comes in mind).

Icons work similar to the strenght when you use modifyers for them.

A character has +1 for each printed icon and 0 for the ones he doesn't have. Any icon gained (or removed) modifies that base stat. So a character with both Attainted and Little Bird will have -1 and +1 modifyiers which gives a +0 total (+1 if the character had a printed INT icon). Adding Selyse into the mix adds another +1 to the icon which makes the total a +1 (or +2 with a printed one).

What does "Opponent's character only" mean exactly? Does it mean a character the opponent owns, or a character the opponent controls? I would guess it means a character they own since "opponent's" is possessive which implies ownership.
