This looks like a great card for combo decks, and it's non loyal. Too bad the current First Snow/kill effects environment makes combo too hard to achieve.
This has some great application in Rose banner decks. Not only are you potentially getting a card you really want, you're also messing with your opponents deck and potentially shuffling out something nasty. I like it!

Can this be used in conjunction with the Ruby of R'hllor?
when you are confident of winning the Intrigue, play Gift and then React with Ruby to name the card you just put in their hand?
Rules-wise, you can.
Efficiency-wise, you're still giving a card to your opponent (unless he had zero cards before you played Gift), and you could be using any kind of discard to pretty much the same level of efficiency.
If you're thinking about how to make the Ruby more efficient, I think that Seen In Flames and His Viper Eyes are still better options that this.
