Playing this in Rains of Castlemere deck, and I wondered if, when I jump it in, it can be used to blank out Calm Over Westeros. In a recent game my opponent suggested that the *effect* of COW would still be in play - figured I'd ask the experts.
I think your friend was right, because Calm Over Westeros is triggered during Plot Phase - it says When revealed: reduce the Claim value - which suggest that this -1 modifier is already in effect until your friend brings new plot.
After Challenges phase begins and you used Rains to bring out Forgotten plans you blanked the text on the COW plot however that -1 effect was 'hanging' in play. Even reducing the Claim on your new revealed plan (Forgotten plans). I would like to hear an expert (@ktom) opinion here as well. IMO it has to work that way so the rules are consistent.
From my experience Forgotten plans is very situational but could work with Rains agenda better than on it's own. With Rains you can control when you pull it out and can affect plots which gave opponent some Power(Feast for crows, Clash of kings) or do some action (Power behind the Throne).
Yup, Calm Over Westeros creates a lasting effect which initiates when the plot is revealed, and then exists independently of the plot until "you reveal a new plot". Blanking the plot after it's been triggered won't change anything - just like a Nightmares on Nymeria won't "restore" the icon she's taken, or prevent the character chosen by a Spearmaiden from dying.
