This guy scares me... then again, i'm playing Margaery... He sounds really annoying!
At first I thought he was too expensive, but he's probably worth it. Being able to insta-kill some key characters if the opportunity arises in the Marshaling phase could provide some huge swings. Not sure he's more than a one-of in most Lannister decks though.
He could make a nice combo with Tower of the Hand from Wolves of the North.
EDIT: Oh wait, I just realized that his marshaling action isn't limited to when he's marshaled.
Let's not get carried away here. He's good, but he's also an expensive non-Lord fighting several other expensive non-Lords for room in a deck. X1 is the correct number for him.
Too many good 6 and 7 cost non-lords and lady characters coming out. Really need a 6 gold plot that doesn't hurt to play turn 1. I'd seriously love a 6 gold, 0 initiative, 1 claim, 6 threshold plot with no text.
At any point when Ilyn Payne is useful, Calling the Banners is this plot.
It also has the benefit of being a poor target for Naval Superiority, being Initiative 6, and giving you gold in time to use Treachery against an opponent who marshals before you.
I use it, but it isn't reliable turn one. I'm trying to build an aggro deck that plays him or Tyene turn 1, but can't reliably do it.
