So, as an example, if your Small Council Chamber has 8 power on it and the opponent's Dagmer Cleftjaw steals it, your opponent effectively steals 8 power and likely steals the game?

correct. But why were you playing this deserve to loose. I personally think this is up there with Brandon's Gift in current environment. 

I know it's a tempo hit, but comparable to Brandon's Gift? I was thinking a Lanni Sun deck could take advantage of the card for hand destruction and power accumulation at the same time. Interesting.

A think a Martell Lion could make a better use of this. The Boneway and The Council could allow you to accumulate power without placing them in your faction card. It would free yourself from having to defend power challanges so you could focus even more on destroying the board and hand with your MIL and INT kills. VfE, Ghaston Grey, Attainted, Imprisoned, The Mountain, Tyrion, Tyene, etc. could really make this work.

WHAT?? this location is amazing for Lanni's! Especially with Casterly Rock and Lannisport up. Two intrigues. Collect two Power. Draw two cards. If Tyrion is up Collect 4 gold. Whats not to like about it.

If you spent 8 gold on locations to do the above before plot 4 you probably haven't got enough strength to actually win any intrigue challenges.

And if you spent it after plot 4, there's a fair chance the game is already over, even if the opponent isn't yet at 15 power.

The only reason its not terrible is that its in Lanni and therefore Tyrion and Tywin can help save it. In any other faction I really don't want it. Maybe Martell Lion, I'd be too worried about the tempo hit myself.

If Tywin was out. He'd pay for the locations on his own. I think Lannister can afford it without loosing too much
