If either character has a duplicate, can you discard the duplicate instead of returning the character to your hand?
If your character remains in play (because of the save), then you did not fulfill the requirements of The Hand's Tower and nothing happens to your opponent's character.
This is going to work so well with the new Trial by Combat. Bounce their claim soak to force them to kill something more valuable
Bounce a dupe and then tears of lys the remaining card.
So many possibilities with this card.
It's a little sad that Cersi doesn't continue to raise claim once she's left the board, but what a great card!

No. You cannot trigger an effect if it would have no effect on the game state. Costs (which in this case is returning the Lannister character to your hand) do not count towards changing the game state. Since you cannot change the game state you can't trigger Tower of the Hand.
The Lannister character must be yours or it coulb be any Lannister character of any player???

A card’s gold cost is the numerical value that must be paid to marshal or play the card.
Some card abilities are presented in a “do X to do Y†construct. In such a construct, the “do X†aspect
(preceding the word “toâ€) is a cost, and the “do Y†aspect (following the word “toâ€) is an effect.

Can I pay costs with a card I own but do not control? Or with a card I control but do not own?
I had asked this question to Fantasy Flight Games and their response was that control, not ownership, is what matters for in-play cards. So you can pay a cost with a card that you control but don't own, but not with a card that you own but don't control.
But in this particular case, let's say I have warded a Red Cloak, I assume I cannot use the tower with the re cloak because that card cannot be returned to MY hand so the cost cannot be paid. Am I wrong?
