Just to be clear, this card will have to be triggered even before plots are selected, correct? If so, I honestly can't see it being great, except in some extremely specific scenarios (setting up one 7-coster, and protecting from marched).
Well, this card
can be used to prevent someone to go back to hand during the challange phase due to an opponents The First Snow of Winter, can give someone inmunity to Blood of the Dragon during challanges (so your 5 STR can attack again without fear of a Dracarys!) or can give someone the text back in a Fortified Position turn.The more plots that affect every phase gets released, the more useful this card will be; although I agree that the sacrifice cost is maybe too much. I don't see how being a kneeling effect instead would have been broken.
Edit: Using it against tFSoW wouldn't work as the plot would resolve before you get a chance to use this. My bad.
Also, while this is true, remember that this scenario may come up again after set-up. If you are unable to keep a weenie out to protect your big characters by the end of a phase, you can trigger it at the start of the next plot phase to protect from Marched as well. If your opponent has to postpone Marched because of it, it gives you another round to set up your board more effectively.
When Valar Morghulis enters the game, having protection against that will be crucial. Any time that is good to use that plot is good, and even if the opponent then doesn't use it you are gaining. If a plot like Men of Pride were to return (all characters lose all keywords) I could see me using it then on someone like Daenerys. Plenty of scope for improvement as the card pool grows.
Immunity to Filthy isn't too bad, getting around Wildfire with 4 v 3 is nice, and having a non blank character on a Fortified Position turn will also be very useful.
A niche card, but one where those niche uses seem to crop up in games often. I think I'd put 1 in a first draft of any deck, but it would be one of the first cards I'd look to cut.

Can I use this location to allow one of my characters to get around this plot card:
Jousting Contest...."Each player cannot declare more than 1 character as an attacker or defender in each challenge."?
Meaning if I pick someone to be immune, Mr. Immune and another can be in the challenge?
How does this interact with the Jousting Contest plot?
Does it allow 2 characters to participate as long as one of them is the chosen Stark character?

No.
Jousting Contest limits what the player can do, not which characters are eligible to be declared. The character might be immune to plots, but the player can still only declare 1 attacker/defender.
You'd need a card that makes players "immune to plot effects" to get around Jousting Contest.
