Stark in their Fealty version.
Plots include A noble cause to put heavy Lords/ladies in, confiscation to deal with Milk, Heads on Spikes as a strong opener, or a way to try to hit anything hidden on hand through Waking the Dragon or getting rid of Hound. Marched to clear last character after strong claim backed up by Ice hits opponent, Sneak when you really need to get initiative to hit with two claim military and Clash of Kings for another high initiative plot, giving a way to catch up, get a lead or close game when needed. Filthy Accusation is a very nice way to shut down someone you really don't want stading at the moment when you want to push your attacks.
On character side there is what you expect of Stark really. I would love to get rid of Direwolf Pup, as even at it best their just Braided Warrior, but for the time being there is nothing else to put into this slot so I'm stuck with a bad monoicon, that exist just for a sake of helping with setups. I also don't include Vanguard of the North, for first they lack second icon to make any good use of their ability, so they work only with Storm of Swords, outside of that they are just able to attack and then keep standing for defense, and require to run suboptimal plots. Maybe if Muster the Realm was War they could be useful.
Attachments include Ice as it's among strongest of weapons so far, and Lady, a dire wolf that for an investment of a single coin every round can provide + 4 STR. Little Birds are also very important, they make Eddard, and Arya a force to be reckoned with and can protect Robb from Tears. I've dropped using Milk altogether here as Filthy accusations do a similar job, shut down a character for a turn.
Locations are simple, economy, and a very strong draw that works quite well in Fealty Stark.
Events include For the North, one of few surprise cards, that opponent can't see in advance, Put to the sword, an extra targeted kill, and Winter is Coming the claim raising card. I've decided to drop Like Warm Rain. The card is strong, as any kill effect, but is far to situational, you need to loose an Challenge, have both 1 coin, and an standing Direwolf, and since it's not loyal it can't be cheated in with Fealty, so opponent can see it from miles.
Aim for murder if you think you can pull it, but in other case go for grinding game of strong military, strong power support, and Sansa.
Edit: Updated with The Road to Winterfell.
Castle Winterfell is a very nice card, with most of our characters being Stark Uniques it gives at least +4 STR to any, and all of your challenges, and sometimes it gives your opponent a wall he can't hope to assault, with Stark being able to have 20+ power on MIL/Power.
Kennel Master is quite okay, he isn't very strong with Direwolf cards, but he get's really nice when we add Lady into mix. As long as we keep one gold open we can move Lady an pull anyone into challenge, including Catelyn into military ones, and so on, being able to pull Cat on military strikes when fighting Bara will stop In the Name of your king, and she stops Dracarys and so on.
The number of copies of Lady has been bumped to 3, and some work was done to fit new cards in. Since I went down to two copies of Heart I also lowered curve a little bit. Heads on Spikes was dropped down for Summons, as they can fish for extra unique or Kennel Master, or a Direwolf.
I'd love to include Syrio here to give MIL icons to Cat, but he is a 5 cost, that dies to everything, and I have problems with finding a slot for him, other than putting him as a 61 card.

i would add a heart grove and drop a roseroad and then you could add another neutral if you wanted, but cool
