This deck's goal is to flatline the runner. This is accomplished via several methods not prevalent in the current meta. The first way to accomplish this is via double punitive counterstrike(PC). This deck has four 3 point agendas, three fetal AI's and one Nisei MkII. There are several stealing scenarios that as a corporation you can manipulate the runner into a position where he is vulnerable to PC. Most simple is dropping the 5/3 agenda (perhaps with Mushin No Shin) early whilst you have 2 PC (or 1 PC and 1 archived memories) in hand and a money advantage. This results in 6 meat damage should the runner score it. Another option I like to use if I only have 1 PC in hand is to drop two 3 pointers in archives. The runner steals 6 points in one turn but then receives 6 meat damage off of one PC.
Should the runner realize your PC strategy it is possible to move to the ice flatline strategy. There are many ice combinations in this deck that can result in 6 net damage. Chum plus Neural Katana, Tsurugi, or Kitsune with Snare in hand deals 6 net damage. As a trap, Kitsune is effective as some runners will let the chum fire, figuring their killer+fracter will take care of the next piece of ice only to find they would need an AI breaker.
Some runners see Chum and immediately jack out. Use whirlpool.
Power shutdowns are added to neutralize datasucker/parasite combinations that nuke your tsurguis, or it can sometimes hit a sentry or code gate breaker making their runs scarier.
As a final note, there has been some discussion as to why this deck does not use PE instead of RP. After all, it is an additional 1 net damage when an agenda is scored. However, this is truly negligible. With so many 3 point agendas, it is unlikely the PE ability will activate more than 3 times per game. Furthermore, I have observed that when a runner sees the PE ID, they are much more on their guard against flatlining. In other words, I feel that running PE gives a significant psychological advantage is luring the runner into being flatlined. It also forces the runner to run a central where you will have set up a kill combo.
