Basically the goal is to make going after remote servers painful, and going after central servers futile. This deck has the bare minimum number of cards that are Agendas as possible: 6. That's less than a 15% chance of getting an Agenda from R&D or HQ, if the Runner tries to go for those places. Central servers are also problematic, as Gagarin makes them pay 1. Once an agenda is in a Remote and has some counters on it, it could also be a trap that blows up in the runner's face. The strategy is to be methodical, and frustrate the Runner into submission.
