I think this is the start of something really cool, but could use a lot of work. I think a couple of 3x [big ice] is going to be enough to make Eliza's ability hit hard. Meanwhile, I think you'd benefit a lot from some more meat-and-potatoes cards like money and NEXT ICE.
I don't understand how the foundry's ability is helpful with ABT. It doesn't stop ABT pitching agendas into archives, which is the main reason for including Jackson as ABT clean-up (quite apart from the fact that Jackson is just generically awesome). If anything, I'd say foundry + ABT is an additional argument for Jackson, because the foundry's ability can cause you to draw when you score ABT.
I don't think your ICE structure will work this way. With the big ICE you play, you can't protect your servers in the early game. In that way you won't be able to keep the Toybox safe. Ad at least some Enigmas and Rototurrets.
The deal with Foundry/ABT is that if you install and rez at least one Ice (presumably you have not yet rezed an Ice on you turn) your other two cards that you are looking at are still part of R&D. Then you Shuffle R&D, after finding another copy of the Ice you rezzed. meaning you don't pitch the cards you were looking at.
And I agree NEXT ice is almost manditory in Foundary.

Heinlein + False Lead Rocks !
I would suggests Enigma over Wall of Static, because it combos with Heinlein.
ABT is dangerous: by rezzing ices early game, you will remove others from R&D, thus decreasing your chances of revealing ices. Especially with 3-offs.
Efficiency Committee is a good pick: With four clicks you can install a Janus and rez it with Eliza in the same turn.
R&D must be well protected because fetching ices increases agenda density. So 10 agendas is a lot in Foundry.
BER and Oversight AI can be considered for early game.
