So I ignored Skids for a long time and I decided to take him out for a campaign. I paired him up with Daisy, because Skids doesn't seem to have a lot of options to improve his investigation game in high shroud areas. Skids is really really good. If you have someone else to help with investigation he's a solid enough fighter and evader. Roland has a better combat skill and access to shotgun, but Skids having a decent evade opens up some really nice plays especially when you need to manage your engagement for things like Machete. Also having an evade option early is nice because it means not having a weapon out early game isn't as crippling. Also Leo and Skids taking 5 turns in a round (maybe even 7 if you purchase Police Badge) is just bananas. It let's Skids pull off some plays that other characters will never be able to execute. Having the extra actions to potentially play with engagement is nice making I feel Skids a better bodyguard character for someone like Daisy who will often want enemies pulled off of her if she doesn't have her answers in hand.
He has lots of ways to spend resources, but I've also found he easily just kind of swims in them. Getting Burglary out early is great because usually starting areas are shroud 1, which is a pretty easy test to pass.
Also I don't know if it's just me, but I seem to get more Elder Signs from the chaos bag with this guy. For a guy so down on his luck he's been really lucky for me. His blanket +2 is just great to push you over the edge on a skill like Willpower, which makes those bag pulls pretty exciting.
