This wording is throwing me off. Do you have to successfully do an evade action against a monster first, or not?
Not sure why the evade prompt is there if you're not really making an evade test. Perhaps so it doesn't trigger attacks of opportunity?
Also, Frozen in Fear.
The evade text is there because you're still taking an evade action. If you weren't, then the monsters engaged with you would have a chance to damage you because you'd wouldn't be taking an evade/attack/parley/resign action.
