Is this card completely terrible? 4 horror for 4 resources?

It is right now only an Agnes card. 

 

Consider that it's a free action to give Agnes a horror, which allows her to deal a damage.  She can just instantly ping down an enemy and finish it.  Also she get's a resource for her trouble.  Agnes can certainly use the resources too considering she has lots of assets with charges and using Arcane Studies for her is sometime a necessity to push into safe statistics on a skill check.

 

Originally I had thought it was terrible too, but in practice having that freedom to deterministically throw ping damage on enemies once a phase is almost invaluable to Agnes.  It fixes one of the chief issues with Agnes' ability, which is normally you have no control over when it fires to get the optimal use out of it.  Now you can with this card.

Its a really good card.

Remember you do have the option to give horror to an ally if there aren't any enemies you want to ping.

Exchanging a resource for a horror is a generally poor deal. Exchanging a resource and a carefully timed damage to an enemy for a horror is frequently an excellent deal (will often prevent an attack that would have cost as much or more than the horror).

It follows that this is a terrible card for most players, but an excellent card for Anges. (It is one of the first cards to remove from a Daisy deck).

 

My quandary is whether to have two in a Agnes deck. You really can't afford to use a second one, but finding the first one early is nice. It would be an easier choice if it had better icons.

I say definitely add a second one. Agnes has a low Intelligence score, which this can be committed to, and getting the first one early make Agnes able to be the main damage dealer for a 2 player game if you don't want to use Rolland. Also, since this is instant speed, and Agnes ability is once per phase, not once per turn, you can do this during the Mythos phase after creatures have been revealed to take care of a 1 heath enemy to move unencumbered and you can still benefit from Agnes ability if you take a horror off of something like Shriveling. I think this is one of the vital cards of an Agnes deck.
