This card irks me. It's the only one of the "required" investigator weakness that does absolutely nothing to you if you're playing a standalone scenario, or if you're in the last scenario of a campaign (other than wasting your card draw, I guess.) I wish it had some effect on gameplay, such as "Skids can't use his ability to gain extra actions until 6 resources are on this" or something.
I don't know; Roland's Cover Up doesn't do anything either in one-shot play (Trauma has no effect if you're not going to play another adventure).
You're right - for some reason I thought Cover Up's effect was mandatory, so it blocked you from gaining clues for a bit. Now that's 2 cards that irk me
