Revelation – Test [Willpower] (4) or [Agility] (4). If you fail, add an Ally asset you control to the pool of potential sacrifices. Then, attach Kidnapped! to the current agenda. If you have no Ally assets, take 2 damage and discard Kidnapped! instead.
Forced – When attached agenda advances: Choose a potential sacrifice at random and place it underneath the agenda deck.

Do you only attach Kidnapped! to the current agenda if you fail the test or is it attached regardless?

"Then" is a keyword which means the thing that follows only happens if the preceding thing completed as stated.

So you only attach it if you fail the test and you have an ally to attach.

If you succeeded nothing happens. If you fail but don't have an ally, do the no ally text.
