I've come to rely on Scouting Vessel so much, it's been auto-include in everything without even thinking. I'll definitely keep tinkering here and excise it. Thanks, @NikolaP!
Also, I would assume intimidate might then cause similar problems? The person I play against most often relies on high-strength army characters, so it hasn't created an issue yet, but I've run into the Scouting Vessel problem you suggested already without really noticing.
Yup, intimidate doesn't go that well with The Old Way. I'd take Balon, Banner for the Kraken, Pirates of Orkmont out. Try putting some naval chars in or that warship that becomes character for 1 gold. Reconsider the attachments too. Horn of Dragons could be good in TOW.
