I doubt you will be able to get your economy going well enough to get many characters. Starfall does not get very much gold on your characters and it only gives one per challenge, so the Southron Vessel is not really an economy card.
Are you using HoD to get Dorne or Starfall?
I'm using it to get Dorne.
Economy is a hard ground as you say. But usually get a good recovery by using Dorne and House Dayne Squire allowing me to play more characters for free.
And the deck it's supposed tu get supported by Old Bill Bone.
According to your tactics, Fallen and Reborn would work.
