Control the board via high claims and very strong military presence. Use betrayal at the wall to get a free peak at the opponents plot card and win initiative and then flip the appropriate counter plot (i.e. forgotten plans if appropriate). Since every character in the deck is a wildling they have stealth so it is easy to claim power via unopposed challenges. There are lots of army characters so if training grounds comes out it is easy to bowl over the enemy with a military and power challenge. Equipping Orell the Eagle with a wildling mead allows you to win both a military and power challenge unopposed when the Desolate passage plot is revealed. It is easy to take care of the extra power requirements from the agendas with a formal petition and Mance Rayder equipped with a wildling mead (once you have 15 or 17 power just kneel mance to blank one of you The North Agendas wiping away 2 of the extra power required and then stand him with the wilding mead and do it again).
I originally built this as a theme deck and thought it would be fun to play with an entirely neutral deck. The Jon Snow was a recent addition because I just got it and it fit the theme very well. Due to the Blood of the First men and this version of Jon being a wildling as long as he is the first unique wildling character you play in a turn he doesn't cost any extra and combined with the Last of the Giants all of my characters get +2 strength. To be honest I missed the fact that Bay of Ice was an every house affiliation and not a neutral card and I was playing with 3 of them more to work with the Heart of the Kingdom if need be. I guess I need to look at that and maybe readjust the locations in the deck. Maybe I will switch in a Frostfang Peaks or something else that fits the theme.

Why Neutral?
You pay 1 extra for Jon Snow, and 2 for Bay of Ice.
If you were mixing houses, sure, but you might as well be Stark and pay base value for them, whilst having other Stark tricks available.
