The deck has a good amount of cost 1+ cards, with special enphasys on cost 2 and 3. City of lies makes a great job economizing the cards, so they become powercards, much of the time unexpected thanks to being played cheaper.
Strategy is keeper oriented, giving priority to province defense and striking back when the chance arises. Don't waste resources unless it's a live or death matter and learn when to lose conflicts to keep your tricks in hand for a combo in at the right time.
Expensive events do much of the job, eliminating threats and dearly hindering enemy characters. Then, the cost 4+ characters can start breaknig provinces by themselves while the rest probes or defends.
