A wild swing in conflicts, can get rid of attachments from voltroned characters and works perfectly fine when Assassinate's honor loss is too much of a risk. It debuffs your opponent, buffs you and allows its ability to backfire.
It also combos incredibly well with auto-dishonoring cards, as powerful 3x1 effect (card efect + ignore your character getting dishonored + an enemy character dishonored). Being able to reduce the cost by City of Lies makes it very dangerous in the correct hands.
