Stupid design. The Imperial Favor makes this virtually useless province.
Phoenix with all their glory and ring manipulation make it more likely they will have the glory.
The Imperial Favour doesn't help at all, as it only increases Military or Political Value and not Glory.
Not exactly. The Imperial Favor adds 1 to your skill total in a Military or Political conflict. A conflict at Sanpuku Seido is either Military or Political, even when it's the Glory being counted, so the Favor can still add to your total in the appropriate conflict type.
Interesting thing to note here is that it is really really hard to break this province if it has an Imperial Palace or Kanjo District on it.
Satoshi shenanigans may be worthwhile.
That's a great strategy.
The one thing I learned the hard way is that you really can't send out your last character in an aggressive conflict if you play Sanpuku Seido. I have had the random attack on my facedown province happen and seen it break the province due to the lack of defenders. This is actually very nice design-wise. It really works with the theme that phoenix are pacifists.
As long as you can muster a defender, you can normally defend it with Isawa Mori SeidÅ. Nice thing here is that most conflict characers have low glory values, and there's far fewer cards that will change conflict outcome than in a skill-based conflict.
