You actually control the order that your characters leave play so you could have him leave, trigger his ability to honor another characters that is leaving that turn as well to honor them before they go for a quick honor bump. Or if you Splash Lion it would enable a quick Stand Your Ground to keep a key body in play for another turn.
Depending on board state, most of the time he'll probably just honor himself and net you the honor. 1 fate for 1 honor doesn't seem like a bad deal.
Naa, Crane often staggers its characters nicely and has a lot of solid glory values, so I think this guy will most often be honoring other Cranes, or perhaps the neutral characters you bring to a Crane game (but which can't be WotCed).
Main thing about this and other cards this cycle is that Voice of Honor is rapidly becoming a stronger cancel than Forged Edict in general
Ideally by the time he's leaving play your other folks are already honored--that's why I said depending on board state.
Regardless, I think he's a pretty strong card
Cheap and courtier. I like how you can poke on military with this early on and be pretty well insured against assassinate after you banzai their four strength province if they do not declare a defender. This one should see a lot of play as a nice disposable one drop.
