Yeah, she costs 1F too much for what she is, and isn't decisive enough for a charge.
I guess the main synergy here is with the new stronghold, as this doesn't so much help turn around a conflict you were losing, so much as it allows you to see how much defence is presented before committing just the right amount of MIL needed to get that bonus conflict.
In a post Hawk Tattoo world she will be very strong. She allows you to bounce a body who may have been dragged into the wrong conflict into the right one (I'm looking at you Brawlers) for minimal investment. Add that her 4 Strength is actually above par for most Lion characters making her a better target for Way of if you don't have a Toturi or 7th Legion in play and I can see her finding a place in a lot of Lion decks.
Sure, I gotta admit I've many a time used Favorable Ground to mess around with when and how I use LPB. But still, it's basically the same deal as the Unicorn stronghold, and that's widely regarded as a pretty weak ability.
