This seems like a pretty potent effect that shouldn't be hard to get to fire. I like it.
Well, I had to google what "ordinary character" meant (not honored or dishonored, to save the rest of you like me looking it up).
He's a little under-statted for a 3-cost I think, and he's no Doji Challenger, but he's easily on a par with other 3-cost dynasty characters.
The biggest thing here though is the trait. Asahina Artisan was the other affordable Shugenja for Crane before this, with Asahina Storyteller frequently marginally too expensive (I mean decent for what it does, but too expensive for playing on a turn that you also want Cloud The Mind) and Origami Master too fiddly to work. That basically meant that Crane decks generally left home without Cloud The Mind in them, which was basically their only major deficit (what with that card being the key silver bullet for so many Crane-problematic characters).
Add in three copies of a 3-cost shugenja, and it becomes much more attainable to reach the shugenja-density required to run 3x Cloud the Mind.
also, if you run both him and Kudaka, you have 6 shugenja. With miya mystics and\or asahina artisan it should be enough for Cloud the Mind. And he has a good synergy with Kudaka, as if you win Air, you get a fate, a card and an honored body.
Miya Mystic I can take or leave to be honest. Kudaka is definitely another good fit for Crane though.
Agree with Asklepios on this one, he'll be an under rated character with a key trait that Crane lacks. Kudaka will slot in too many decks since her release and being able to passively dishonor one of their characters can be a swing if they play tall. On the flip side this guy has the potential to turn Voice of Honor back on. Oh and as stated above, enables Cloud the Mind which was difficult to reliably run in Crane.
