Lots of commentary saying this is quite potent, but it seems boring to me.

Maybe once Scorpion get more ways to benefit from opponent discard piles it'll become a good card, but right now the only Scorpion-accessible cards that interact with opponent's discard are:

- Shosuro Actress, and dammit that's the wrong deck we're milling

- Illustrious Plaigirist, and yeah, let's not rely on randomisation to set up our plays, eh?

 

What about milling for the dishonor win? Well, let's have a think, how often does and opponent's Conflict deck cause them to lose 5 honor? Oh that's right... never. If it was the Dynasty deck, we'd be laughing, as Miya Satoshi decks tend to put their users close to the edge a lot of the time anyway. But Conflict? Meh, this is essentially a blank ability.

 

For sure, it's potentially quite a lot of milling each turn but basically, we're talking about quite a lot of nothing.

Almost got dishonor-milled by this yesterday, which truly surprised me, and I was only drawing 2 cards a turn (1 bid plus 1 forbidden library). One thing to note here is that City of the Open Hand decks milling conflict are pretty much always going to trigger a dishonor loss when they do so.

 

Tellingly, I ended up using 2 Cloud the Minds on two copies of this character, so colour me impressed, and mark me as mistaken.

 

Admittedly I WAS drawing 2 a turn voluntarily, and my deck was a slow burner... but still... this card almost worked, especially when the second copy came out.
