Kudaka looks really interesting. Love the artwork. Tempted to take her with my Honour Lion and get a bit more economy while I chase that air ring, but I'm not 100% sure what I would swap out for her. My economy runs low in that deck, and so I don't even know if I could afford her often enough!
So Mantis loathe Phoenix and Scorpion in the stories, but those two clans are also the ones that would accommodate this gal the best, in my opinion. There's definitely a lot in this pack to tempt Phoenix to shift towards Air roles.
Reminds me a bit of Kaiu Shuichi, in that this is a 4-coster with built in economic payback. Of course, Kaiu Shuichi is a bit stronger in being covert, and somewhat weaker on economy. Still, overall probably of a similar strength, which is pretty strong indeed.
