Again, lots of comments saying its not that effective a card in reality. But it feels good :D This is probably my downfall as a cardgame player, I'm not really worried about efficiency but just whether it feels right. And a massive military force like this feels right to me!

Cavalry Reserves jank?

It's too expensive to play conventionally, I think.

Well, it excels at military, but the ability is rather specific. You need to be attacking and your opponent needs courtiers for it to matter. It is a fine charge target and good against the courtier heavy factions like your cranes and scorpions. Whether it is overall playable will depend heavily on whether you can meet those conditions. I can see this doing a lot of work for a deck that attempts to abuse Ikoma Ujiaki and attempt to gain the imperial favor with a phoenix splash of display of power. Needless to say, this is also great with sashimono and the new lion stronghold Hisu Mori Toride, but that certainly are a lot of moving parts between having bushi to discard, sashimono sticking and playing this 5 coster. Too bad it can't attach Sashimono.

Also, if I'm running Charge out of lion, I'm 80% of the time saving it for Akodo Toturi. Probably the same outcome, in that you win and break, but a bonus ring activation out of it too.

Maybe 1 copy in the dynasty deck then, but space is so tight...

The more I look at this, the more I think this card isn't intended to be played except through ujiaki or spiritcaller. With Yoritomo coming in the Fourth pack, you have another good charge target there too. The phoenix clan pack had a spell that allows you to dig deeper for either of the two enablers in your dynasty deck, too. Slowly, the decks that leans heavily on the two pseudo dynasty charge characters is coming together.
