Damn that is a strong effect. I'm thinking that Scorpion may want this card, though clearly it also plays into the Dragon fate-manipulation game. I think we've all run into Stone of Sorrows games where Dragon is just locking the opposition out of gaining any fate. This makes it even worse.
On the other hand... bowing to get the benefit means losing a turn of use, normally. And 2 fate on an attachment where the triggering is a separate action is a risk, as there's always time for attachment removal or Calling in Favors.
Really nice way to keep loading fate onto a character to stick around, but as Asklepios says, quite a few hoops to jump through to actually get the effect.
How much fate do people generally see on rings in there games? I sometimes see some rings get to 2, but not often.
With an attachment this costly and slow, you will need ways to protect your attachments, like censure. The effect itself is very powerful, but you want to put this on a character that would not bow ordinarily. If you are on the censure plan, you likely are playing Sumiko already. You may also want to look into centipede tattoo, indomitable will and an out of faction card that could help you with this.
The power is most certainly there, but it is hard to use.
This card seems bad in the current metagame. To be playable Dragon strategy has to get away from 3+ fating big guys and the Monk fate stuff needs more support and attachment hate has to be weaker.
