2-cost Shugenja that trades honor into fate?

That's really really good.

The downside is that nobody wants to be Seeker of Water, and Keeper of Water is probably only appealing to Phoenix, who least need the cheap shugenja.

That's a really subtle bit of card pool placement. It's good to see the designers thinking so deeply about the meta here...

Oh, and what does Tenkinja mean?

It's like a ninja, but ten of them.

It appears to be the title for the Mantis water Shugenja (like Ishiken is the title for Phoenix Void Shugenja).  If it means anything outside the context of L5R then I certainly don't know it.  I don't recall them being a thing in the old game.  In the old game the Mantis absorbed the Centipede clan (later in the timeline) and used them as their Shugenja family.  They were very different than the description of the Tenkinja.

Speculation on the meaning of the name (willing to be corrected by a native speaker if necessary)...

Well, the ja in Ninja is the kanji for "person" (which is also pronounced mono or hisa), and that's likely the same ja here.

For kin, the only common kanji that I know of (or could find in a quick search) means "gold" (or alternately, a different ganji with similar pronunciation for "silver", which is the Gin in Ginza District).  Both are commonly used for money or currency.

The first kanji I thought of for ten is "electric", which forms the word densha "electric car" = "train".  So that would give us "Electric Money Man".

Actually, the ten  here is  almost certainly "heaven" (possibly "hand", but really, it's probably "heaven").  It's probably meant to mean something along the lines of "Golden Heavens Master" or something like that.  But I'm gonna go with Electric Money Man.  (The kin could also maybe mean "shrine" or "daughter", so it might be like "Daughter of the Heavens" or "Resident of the Shrine of the Heavens" or something.)

But really... Electric Money Man.

Well that's decided then. I'm going to have to run a deck called "Electric Money Man Boogaloo", just BECAUSE, that's why.
