It's a conflict character, so +3 mil for 1 fate, when you have the right conditions, otherwise you aren't playing it. +3 for 1 seems okay, but there is better. Also allows you to add a Bushi when needed which is pretty handy too.
FGG being restricted makes 1-cost bushi worth a lot less, I think. Also Lion MIL on Fire tends to be a first conflict, not a second one, so the ability isn't strong. Not as good as the Scorpion courtier.
Exactly what the new SH needed, cheap and flexible with the right trait. You either drop her in to sacrifice her for the SH, or you drop her in for +3 in the second MIL conflict, probably forcing a break.
Yes FGG is restricted now, but don't underestimate the power of 1 drops.
This looks like a fun splash out of Phoenix since they already like the water ring or they just play secluded temple. A surprise 3 strength attacker on military looks nice for this cost.
