Looks like a very cool way to get what you want, especially if you can use cards from your discard pile (I mean, obvious synergies are obvious...)
But neat that it is balanced with doing the same for your opponent. Obviously best if they have 0 cards, because they just don't end up with any at the end.

If it was just me getting the benefit, then trading -1 card advantage for 2 cards worth of hand control is just about usable. Even then, let's not forget that most of the cards that tutor without card advantage are currently considered weak. How often do you see Perfect Gift being played, for example?
This card is like Perfect Gift but surrenders choices to your opponent. 90% of the time, they'll be coming out better than you, simply because you're now at -1 card.
I mean sure, get spells in discard for recursion faster, but each spell you ditch that way is getting played once, compared to the twice if you'd drawn them conventionally.
Really not sold.
This is a terrible card since it helps your opponent. If it only helped yourself I could see it as a card in a Kyuden Isawa phoenix deck that gets to play every copy twice and search for whichever spell is useful right now or search a piece of a two-card combo like embrace the void with Karmic Twist.
Since it does not, it is almost irredeemable, but there may be one thing this could do: You could just use this with Kyuden Isawa to discard 12 cards from the opponent's deck and get closer to the five honor loss when you go through your deck. I do not think there are enough other cards that could help in this regard, but if Phoenix gets one or two more, then perhaps this might be a thing you could potentially try in a dishonor build. For now you could try with Magnificent Lighthouse and this card, and see how far you can go.
Good point on the milling, hadn't considered that.
Honestly though, I think the only time that milling ever happens in this game is from Dynasty decks, and then only for Miya Satoshi decks cutting deeper than expected on the first or second activation. Milling a Conflict deck is near impossible, because opponents can always just stick to bidding 1, slowing their draw AND holding off dishonor loss.
Maybe Phoenix mill will become a thing, and this card will gain utility. Maybe we're about to see a bunch of phoenix cards that use the opponent's conflict discard for benefit.
The main advantage in this card is when your opponent is low on cards , which is going to happen in a dishonor themed Phoenix. Basically you disrupt their hand, in that they have to discard 2 cards for 2 random cards, where you instead know perfectly well what is going into the discard pile for reuse.
Looking at an AgoT card called " Without his beard " which lets your opponent discard 3 cards at random and draw back 2 , the effect is pretty good. This card is slightly more balanced.
Except they can keep the cards they initially had if they were better, because you do the card draw first, removing nearly all potential for cleverness from the card.

If you've got an unactivated Plagiarist out, then by playing this card you're letting them stack on an event card that is no use to you. If there's no such card, they discard something else instead.
If you've got Actress out, then after this event, there is exactly the same number of dynasty characters as before available to you. Sure, they might discard a conflict character perfect for you to use, but only if they're idiots.
A point on the "no bad cards" thing is fair, but in those terms, look in terms of pure card advantage. After this play, you have 1 less card, and your opponent has the same number of cards. Both of you have moved two "good cards" into the discard. Therefore, opponent gains advantage.
Besides, "no bad cards" is a silly argument, as a deck of good cards could have cards that are good for different circumstances. Assassinate is a great card that is of no use when you are down to 3 honor, for example.
It can also be used to fuel Tadaka. Of course an aware enemy will try to avoid discarding events or only discard events they already have one of in the discard, but it can still lead to sub-optimal discard decisions.
Nice edge case, will have to bear that in mind.
As I said before, we'll need to see more Phoenix cards that gain advantage from opponent's discard pile, and then this card may become worthwhile.
