This is essentially a province that benefits from high glory honored characters, but it is role locked and has fierce competition with Shameful display and pilgrimage. The one clan that would love to play this is phoenix, but even they will likely opt for Kuroi Mori and Shameful display as being overall just stronger.
The one exception is when you enter the cautious scout meta, where this card excels.
