Interesting card - makes 0-cost events worse in the game, which is a good thing, as they are too strong as includes at present. Shame it's double-edged, but as its a Conflict card you can work around it.
I applaud this card's design. It's exciting not by being overpowered, but by causing interesting boardstates.
