Important for people to note it only proc's when provinces are revealed, not just whenever he is a declared attacker. That means you only get the first action the first time you ever attack a province usually.
For me the card that currently seems the most suited for pairing with this guy is, oddly enough, Policy Debate. Have him swing in supporting someone with good politics, if the opponent defends shoot for a win on the debate and strip whatever dangerous card they have in hand they were hoping to use to win the conflict.
