Surprisingly less useful than expected. Often does nothing, and when it does work is anywhere between 1-3 points of math, which compares very poorly with Shameful Display. Being able to work out of its own province is nice if a good Seeker Water deck emerges.
You have to compare this to other water provinces which do less than this one =___=
I have to agree with you, after some testing, i think my Phoenix deck likes Fury more... Especially first turn, and if you carefully think about putting (or not putting) additional fate on your characters.
I mean it works on conflicts at any water province, so... one of the few province abilities you can use while attacking your opponent?
I guess if you had it revealed and unbroken it gives you a little protection for charging into your opponents Rally to the Cause, but that is a heck of a corner case.
Eh that's true. One of the best reasons for a Seeker role right now is to not have to take a Water province.
Finding this card has some place in Phoenix decks with Keeper of Water. As has been mentioned, there's few good Water cards, and the MIL/POL balanced Phoenixes will find this card helps them slow down the more skewed lion and crane decks. It's not a fantastic province, but taking this as a stronghold lets you put four strong provinces out on your dynasty array.
