Seems very weak to me, barring any future trait interaction. 1 less strength than the core fire provinces, and a much weaker ability. What's the goal in stopping fate spends all round?
Would have been much better if it just stopped events altogether - that would have made it safer to let attacks through without risk of Banzai turning wins into breaks, for example. As it is, the majority of strong effects in this game don't have a fate cost anyway. The number one strong effect to play in a conflict is to bring a conflict character in, but if you're attacking you do this before you attack most of the time. It's when you're defending you want to be able to quick-summon characters, and this card denies you even that option.
