This card is a useful with ikoma Eiji and other high glory characters, but its absolutely shines in outside of lion. Getting Serene warrior or Shiba Tsukune in phoenix honored outside of a political conflict is very valuable. The other massive benefit is that guard duty sticks around for you to use the next round. If your opponents cannot covert you again and again, the wall that a 4 glory character with this represents is nearly insurmountable. You can even mitigate the minor issue that you need to be on the defensive first to trigger this ability with cards like Harmonize, favorable ground or with the water ring.
There may also be merit in playing this in unicorn, another high glory faction. Giver of gifts could pass this around to whichever character will be spearheading the defensive effort.
The only real requirement is that your characters are planning to stay in play for a while, and that they have a decent amount of glory to work with. I know that when crane will receive a keeper role, that I will be really interested in playing guard duty in their faction with doji representative amongst others.
