This one is the weakest card of these records since there aren't lots of expensive tactics events but still this is good card. 3/5 since there is no option for 3,5.
The way I read your comment makes me want to point out that this (and the other similar Records) only let you play an event "as if it were in your hand". Since it doesn't say "for free", "bypass any cost" or "no cost" similar to Vilya, you would still need to pay any of the event costs associated with it. At least, that is how I've played them. I suppose I could be wrong.
