1. It's a cheap dwarf, furthering the dwarf swarm options.
2. It's a milling effect, which dwarves like to do - giving more likely benefit to Hidden Cache.
3. It lets you put any card from your discard pile back into your deck. Like something you milled that you'd like back in, or an event that you used earlier and want another chance at getting, or to shuffle back in an attachment or ally you lost from play, etc.
In my experience of dwarf swarm decks, you can mill your deck pretty quickly, and being able to make sure you get access to Will of the West to reset your deck is pretty important.
Sure, your option is a lot stronger, but then I don't think it should be a 2 cost ally.
Yeah, he's not amazing but I think he's a perfectly acceptable 2-cost dwarf. Kind of wish he had one attack to bring him closer to parity with Zigil Miner (yes, I know, he has an extra hit point but a hit point is not equivelant to an attack).
Still, he's not bad for his cost and what Dwarves want to do.
I actually prefer the extra HP honestly due the treacheries or shadow effects causing direct damage.
I feel like I get Hardy Leadership early enough, consistantly enough in my dwarf decks (especially with King Under the Mountain) that it's worth the trade-off.
And a lot of times that extra 1 attack will be enough to free up another character to do something usefull--like exhausting for A Very Good Tale or We Are Not Idle or just extra Questing to push through the Quest faster.
Either way, though, this guy aint bad.
