Eh...I'm still not feeling him, even with Tactics Eowyn. He just seems objectively bad. He's threat-costed to take into account his ability, has multiple high stats without built-in readying and helps Tactics characters do something that takes them away from what they're good at--and even then, not enough to matter in most cases.
In that deck, specifically, I would still want to run a Rohan Spirit hero and right now that would force in Dunhere--a less than optimal choice. Of course, I could run the excellent Hama but then I'm having to rely on other players to get me key Rohan synergy cards. Or I could go with another Spirit Hero (probably the better choice), but then your limiting your Rohan synergy and reducing Theoden's already spotty ability.
And that's not even taking into account the opportunity cost of not using Spirit Theoden.
In a 4-player game with a lot of Tactics kicking around against a Quest that requires a high degree of both Attack and Willpower, then I can see it. But that's not a scenario I'll be in very often.
I have a Theoden\Mablung\Eomer deck with eagles. It was designed for our group of three players as a second tactics for adventures with high enemy rates. For those, it really performed strong. In some nightmares we even played three tactics and then his willpower booster is unbeatable. When I play this deck, Mablung usually quests all time, so Eowyn will be really helpful.

If Spirit and Tactics have to be combined in a Rohan deck, then the ratio should definitely be 2:1 in favor of Spirit. Most Rohan allies are Spirit, the expensive attachments are also Spirit (save Firefoot - though Eomer is a different beast altogether), Galadhrim's Greeting (pretty important event in such a deck) costs 3 and then one needs extra Spirit resources for cancels. By comparison, the Tactics attachments and events are cheaper than their Spirit counterparts. As for Theoden, with the Spirit one in the neighborhood, I'd never consider his Tactics version in a Rohan deck.
I agree. But I don't use him for Rohan, but for a eagles tactic deck. And only in conjunction with at least one other tactic player

Other than that, it's funny that even though Lore is the sphere less connected to Rohan, a line-up of Spirit Theoden, Spirit Eowyn and Grima is probably the best there is in a Rohan-centered deck. The latter, along with his king, covers any economic issues adequately and he also provides access to Lore's omnipotent draw.
Fair enough. And yeah, in a non-Rohan deck with a lot of other Tactics Heroes kicking around then he has a use. He's just not a character that will ever fit into a deck I'll build as I feel his cons just outweigh his pros.
Don't even talk to me about the art. It's amazing. Makes me so jealous. Why can't Santa Theoden look that badass?
OK, I admit, that's the reason why I don't play spirit Theoden
The only time I've used this guy was in a group that went against Smaug. He's perfect for that
