If a location is active, is the progress token removed from it or from the quest card?

I would say from location because Goblins say from current quest and not curren quest card.
I agree, the current location is always acting as a 'buffer' for the quest.

The active location always acts as a buffer for the current quest. Progress tokens are added or removed from it instead of the quest card if an active location exists. What I need to clarify is what happens if there are no progress tokens on the active location when Misty Mountain Goblins attack. I would rule that nothing happens (i.e., the active location replaces the quest card while it exists), but that's unofficial. I'll find out for everyone.

from the FAQ 1.2:

(1.05) Removing Progress Tokens from Quests
When a card effect removes progress tokens from a quest or quest card, the effect applies specifically to the quest card, and never to the active location.
